On March 4, 2015, the United States Department of Justice determined that:
I. Ferguson's law enforcement efforts are focused on generating revenue
II. Ferguson law enforcement practices violate the law and undermine community trust, especially among African-Americans
III. Changes are necessary to remedy Ferguson's unlawful law enforcement practices and repair community trust

Therefore, a municipal judge has withdrawn all warrants issued before 2015.

Municipalities that fail to submit a timely and accurate report on their finances to the state auditor will immediately lose jurisdiction over their courts. The previous law did little to punish the many courts that ignored the limits.
“That’s the big thing — limiting the amount of revenue,” said Velda City’s judge, Wesley Bell, who is also a City Council member in Ferguson. “If a city can’t keep its lights on without excessive ticketing, they need to be shut down.” |
The laws have major flaws, for example the revenue cap excludes anything other than minor traffic violations.
Its worth remembering how hypocritical the revenue collection activities were. |

The Department of Justice deserves a part of the real credit, as their report prompted the Ferguson judge's predecessor to resign, and their report also allowed the incoming Ferguson judge the impetus to make this radical reform. But sure, the new Ferguson judge is alright.
The lion's share of the credit should go to all the activists and protesters who helped keep Ferguson's "justice" system in the national spotlight. They ultimately succeeded in changing the system. |

Because instances of looting demonstrate that all the peaceful protesters were wrong to challenge corrupt police.
Frankly, when police train sniper rifles to intimidate peaceful protesters, then they become partially responsible for any resulting violence and disorder. |
