Do you still need one? I'm guessing yes. And I am guessing the requirements are tougher than was required in 2009. It's been 7 years since I been there.

Don't know about the 2009 requirements, but you need a notarised and apostilled CBC which can't be more than 6 months old the day it arrives with Immi for your VIN.

Are university transcripts required now? I keep reading conflicting information on this.

As far as I know, transcripts are no longer an immigration requirement, but may be required by the employer.
