Auto-breaking is the answer.
Auto-breaking on all cars should be made mandatory. Korean government should force Korean manufactures to up their domestic safety. EU is making it mandatory on all new large vechiles, starting with systems that will reduce the speed by 30 km/h, and gradually will get stricter. The Volvo prototype can reduce the speed by 70 km/h in the same distance. |

Not really sure how you can enforce falling asleep at the wheel.
I think the best option is technology that tracks driver's eyes if they fall asleep and proximity alarms. |
You set limits on how long a person may drive in any 1 day, and fit a "tachograph" machine (as thye have done in the UK for over 20 years) to all commercial vehicles and HGVs (heavy goods vehicles). They have to be submitted to the authorities as proof, and incur fines and prosecution is the rules are violated. For the last 10 years they ahve been digital and the data is easier to read.

I doubt Korea will adopt this, as it would mean a lot of expense to fit to all the vehicles currently in use. As we all know, money, and the acquisition of it trumps human life every time in Korea. |

They would have to 'grandfather' it in. Any new purchased vehicle would have to be fitted with said equipment. If the public demands it will happen eventually. Eventually being decades. |
