if you're in your home country. Really, it's up to the Korean consulate to 'verify' meaning look at it quickly and stamp it. 1st - Call their hotline and ask them about a 3rd year degree.. Even if they say no, go in and follow all other requirements and just see. Don't say anything about the degree being 3 years. See if they notice (really, very well could not!).
You can compare it to a friend's 4th year diploma by yourself. Does it look the same.

PS: I've never heard of a 3 year degree in Canada. Is it at a college with some university status? Can you apply to graduate schools with your 3rd year degree?

They really don't look too closely but I had an interview with a native Canadian helping the Korean interviewer out who asked me why I had 3 Ws (withdrawals) and I have pretty good grades, so you never know..

Also, you can call any recruiter based in Canada, or send them an email, and ask them because they deal with a lot of Canadians. No need to give your name. Footprints or Canadian connections.
Try to call one in your city. I've done this for information because sometimes, and definitely on this board, you can be given wrong, misleading information. Remember, different areas might have different rules, and especially Canada and the States.
Your local Korean consulate will be stamping it, and local recruiters will have dealt with that office.

Some places offer it like Athabasca University:

In regards to the graduate program part, it's not meant to be a quick entry to one but looks like it could work given the right student.

Quote:
While the three-year degree program is a highly marketable credential, it is not aimed at providing students with direct access to graduate level studies. Often an additional year of study is required to achieve that academic goal.

Still works just fine in the "needs to say Bachelor of _____" department.
