The cops in Taiwan also have their lights flashing all the time, too.

My theory: It's to warn any potential law violators to cool it till the cops are out of the neighborhood. It helps the bad guys maintain face and keeps social harmony in balance.

I think that's about right. Policing here seems to be preventive and not punitive. That's also why the speed cameras on the highways have warning signs. Someone else said this but the police here have the role of neighbourhood helpers and crime deterrers (sp?). Signs on the police stations say, "How may we help you?" and other signs say there is always a police officer within two minutes of you in case you need help.

What do the police do. Ignore any major infraction and freak out about the little ones. Today on my way to work I got stopped by a cop on foot. I was turning right on red. I pulled slightly ahead of the white line and had to stop as a bus and two cars decided to run a red light. He comes running up to my car and starts pointing at the line that I have crossed by about 20cm. (not even in the crosswalk!!) He begins to lecture me. I don't really have the time as I am late for work and think it is ridiculous. Someone else pulls into the intersection and then goes around me. He doesn't even notice this. But continues to lecture me. He finally let me go but told me I should be more cautious of the law. I couldn't believe it.

The police are cracking down on people who go over the stop line. If you were turning right on red then why would buses running the red light interfere with you? Unless they were doing an illegal left turn from the street directly opposite you.

What about those police lights that are flashing, but just hanging from a pole, not on a car? What's up with that????

Sometimes it's to warn you about a police camera I think (pretty sneaky eh?).

Its meant to fool you into thinking there is a police car there obviously. If you are not familiar with the road it does a good job.

The one I laugh at is where they have painted on the road a speed bump that isn't there. Thise ones get me a bit.

It usually looks like a flying police car to me, since they are so high up.
