Well it looks like the original post was deleted or something (???) But I think he was complaining about building construction, not road construction. And building construction generally doesn't need to worry about traffic.

Construction workers definitely start (too) early in the US also, but there seem to be fewer construction sites most places in the US than there apparently are in Korea, because Korea seems to be expanding and building a whole lot right now.
