This is the among the first lines of the story. They are talking about the infrastructure and implemention of "broadband for all", and how/why the Korean gov't has reached their desired numbers on this issue.
One of the biggest factors is of course, distance and proximity. Easy to wire up a small, packed country than a large, expansive one.
