Been saying the same thing for years. More enforcement and higher fines could fund and properly train more police, reduce unemployment, force Koreans to be more accountable for their actions - particularly behind the wheel - and maybe save some lives in the process.

So why isn't it happening? Would it upset the adjoshis?

i've been in my small city of 200,000 for three years.
I could write out 4 tickets everyday on my 400m walk to work...saw a police doing it for the FIRST TIME on wednesday.
Of course, cars were swerving each other, honking like madmen and running red lights as the police man gave the ticket with the car in the middle of a right hand turn.
