51 Universities Face Penalties for Fraud
The Ministry of Education and Human Resources Development said Tuesday that 38 four-year universities, including Seoul National University (SNU), Korea University, Yonsei University and Ewha Womans University, and seven two-year colleges including Shinsung College, Korea Tourism College and six graduate schools will be subject to punishment for violating regulations.

The headline in mine was
"51 Universities Face Penalties for Freud"
