I've got a Korean friend heading to N. America in a month and was hoping to make his trip as smooth as possible.

English wise, he is fine. Culturally, he'll be ok too. But what I'm worried about is the law.

Many Koreans seem to think walking around drunk is alright. Or while driving, that pedestrians should move out of your way.

What laws would you advise a Korean to "watch out for"?

You had better tell your friend to be aware of these laws least he get in trouble.

New York Laws
In New York a fine of $25 can be levied for flirting. This old law specifically prohibits men from turning around on any city street and looking "at a woman in that way." A second conviction for a crime of this magnitude calls for the violating male to be forced to wear a "pair of horse-blinders" wherever and whenever he goes outside for a stroll.

It is against the law to throw a ball at someone's head for fun.

The penalty for jumping off a building is death

A person may not walk around on Sundays with an ice cream cone in his/her pocket.

Women may go topless in public, providing it is not being used as a business.

Some more general laws
It is illegal to disrobe in a wagon.

You may only water your lawn if the hose is held in your hand

In the Pullman area, it is illegal to drink beer out of a bucket while sitting on the curb.

Well, fidel covered the vital ones, and thanks to him for that. Some that he didn't mention:

littering laws
spitting laws
don't pass a stopped school bus from either direction
police do actually stop people for speeding and other traffic violations
don't bribe the policeman even if he is from your hometown
shouting at waitresses custom
slurping soup/noodles custom

And the general law: All laws are enforced pretty much all the time, not just during a 'public awareness week'.

And it's OK to NOT put the tip on the credit card even if the cashier scowls.

PARKING!!!!
If he's gonna be driving a car...tell him about parking laws and about the zero tolerance for parking on the sidewalk, wrong side of the street, on the sidewalk on the wrong side of the street, in front of fire hydrants, double parking and all that stuff..especially in the cities.

Let him learn on his own....he'll learn real quick like!!
He'll be impressed and hopefully he'll learn enough common sense to take back to korea and share with the other idiots who have none.

You might want to tell him that it is not Okay to leave stuff unattended in public places.

Also mention stuff about US work related things, taxes, insurance, etc.

There's been a marked increase in roadrage shootings in California this year. You might want to tell him how to get his own gun. It might be useful for him to know that he can now shoot people in Florida if he thinks he is being threatened. Oh yes, concealed weapons are A-OK in Texas.

On second thought, maybe he'd be safer in Columbia.

My only suggestion would be that he should learn to actually follow the law. The Korean judicial, law enforcement, and penal systems are jokes, to say the least. The system is weak and therefore, people don't really follow it very well.

Kudos to your friend for actually asking about the laws. I hope that he enjoys his time abroad, follows the law, and never has to worry about any legal issues while in N.A..
