EPIK: The first part of the morning looked at proposed changes to EPIK. The JET program was discussed (and NET) with JET being the preferred model (and in size ~ 6,103 in JET) (149 in EPIK in 2004 with 45 ((30.2% resigning before contract end)) More sittings will be held on this topic as there is a lot to discuss – today��s issues - such as what has happened since CARETA (The initial EPIK 1996) till now were looked at. Issues going to what an EPIK should do (qualifications etc) were canvassed.

FOREIGNERS LEGAL & ECONOMIC CONDITIONS.

Here I basically held the floor as it was my submission - with some q&as.

I supplied the statistics for the last three years which showed that on average 35% of all foreigners encountered a "legal problem" during their sojourn.

Secondly, the issue of false TESL Certificates and Scam operations was raised by MOE officials - & False Degrees were raised by other members. It was well understood how easy it is to buy a Certificate/Degree on line.

Lack of help services. The thrust of my submission went to this issue and was well received. The Congressman and others clearly saw the problems as I explained them to them. The Congress is well aware that this needs urgent attention.

Other issues discussed went to the qualifications of teachers coming to Korea. We will, at some stage, see a major change in who will be coming to Korea in the future to teach - I won't hazard a guess when- but change will happen legislatively.

The issue of a Union was raised and discussed.

END Result. I have been asked to prepare a proposal for the establishment of a Teachers Help centre -- this will deal with legal problems suffered....

Next Step: I am preparing that recommendation over the next week.

I can't say "when" but I do believe we are now in the "tunnel" and although we can't see the light at the end, we are driving much faster to the light and it is going to happen.

**Addendum**

Teaching "Privates"

This point was discussed at the National Assembly but briefly due to time limits.

It is something we will have to address -- we are poles apart - they (Congress) see teaching privately as a violation of the Sponsorship law --

However, Congress is deeply concerned at the large amount of Students leaving Korea to receive education in the West... There are 28,126 school students studying abroad-
Elementary 15,661
Middle School 7,922
High School 4,543

thus I shall make a submission that by allowing 'private' work these students may/will not need to go OS...

Have to think that one through a bit....

Glad you posted it, CMG. I had it up, but took it down. I was afraid that he might not approve, since he's now trying to get people to register for his site. Maybe not.

So the wheels are in motion, and where the train will end up no-one knows for sure.

It's going to be an interesting next year or two.
