Does anyone know enough Korean law to know the answer: At what point does whining rise to the level that you can claim justifiable homicide?

"Gyooooosuuuuniiiiiiiimmmmmm!!! A-pull wae aneyayaaaaaaaaaaaaaaaaaaaaaaa!"
Four times = it's okay to kill. |

My Korean must be getting rusty, but what exactly is this supposed to mean?
I imagine it's got to do with A grades or Apples. It's definitely got to do with professors. |

A-pull is what's known around my uni as A plus.
