I just can't understand the whole degree verification system here. Instead of relying on seeing a physical diploma or sealed transcripts why don't they just call the various universities....
Is it really that difficult? Stop half-assing it and solve the damn problem. Do employers back home rely on seeing a degree or looking at sealed transcripts to verify if someone went to university? No...they check. They call and ask whether this person did or did not graduate or even attend.
If you have people applying for jobs from overseas and a degree is supposedly a prerequisite....why not just fix the problem... Hire a small group of Koreans(that speak an acceptable level of English), or kyopos or even native English speakers. Have them call the various schools and verify that Bob teacher from Ontario has graduated. Afraid of the costs? Charge the schools a small fee as well as the cost of the call. Since they can easily make such chump money up by employing a legit whitey it wouldn't be such a big deal. Presto...you have your teacher with their valid degrees instead of relying on things that are counterfeit and deceptive. Solve the freakin' problem instead of playing these games.... |

It would be too easy to fool Koreans with fake phone numbers, but you're right - they should check as well. |

99% of the time there's a website with the phone number posted prominently. |

Most universities in the U.S. will not give out information over the phone...privacy issues...without the written concent of the student. Immigration would have to fax the signed document before calling.
For a fact, my university e-mails past students when inquires are made asking if it's OK to release any information. |

You could probably set up a fake site on geocities that would fool most Koreans. I could also see some Koreans having huge problems navigating a uni site to find a simple phone number. |

That is true in the case of personal information or about specific information (date of birth, GPA...).
However, most universities will be able to tell an employer if the person they wish to hire graduated from there or not. That is not considered sensitive information. It is merely a confirmation that the person did indeed attend and graduate that university.
Many recruiters and schools are doing this on a regular basis. I know of two agencies in Canada who do this for every applicant they have. |

You forget that the people at immigration, the ones who went to hakwons their entire childhoods, who got english degrees at yonsei, who graduated from all their classes with A++'s and comments like "Little Andy is the most wonderful, wholesome, intelligent boy in the world" do not speak a single word of English. |
