Obtaining an F-4 before arriving into Korea, possible?

I've googled it, but can't seem to find the website I found a while ago. A friend is coming and I told him he could be able to get an F-4 before coming to Korea. I am pretty sure I saw a site saying this was possible but I can't find any info on it now. Does anyone have any idea if this is possible???

1) call local embassy
2) get one or both parents' family registry
3) have them BOTH fill out form for proof of US citizenship/denouncement of Korean citizenship
4) turn in forms and apply for F4 within 90 days of leaving.

that's the general gist. he should really contact his embassy by phone.
