Carrefour had 2 ice scaper thingy models for sale - W 4,000 or thereabouts - manual - a bit flimsy

My K gf loves halo-halo (RP version) - but MacDonalds is pretty good.

You might try the Filipino shops around Hwehya (?) - near the big Catholic Church.
