Traffic Commissioner Accused Of Improper Conduct
Richard Rutledge Accused By Former Fiancee

PACIFIC GROVE, Calif. -- A Monterey County traffic court commissioner has been placed on administrative leave after being accused of dismissing traffic tickets for friends.
Commissioner Richard Rutledge was accused by his ex-fiancee, Crystal Powser, who also said that she had sex with Rutledge during business hours on at least five occasions.
Powser, a former employee at the courthouse, quit in April -- soon after Rutledge broke off his engagement. She sent an e-mail to every judge in the county, laying out her allegations and sexual escapades, according officials.
Powser said she isn't looking for money or her job back. She said she wants revenge.
"For all the lies he told me, for all the pain he caused me, for all the crying, all the weekends alone," Powser said. "And I had a good heart, and he didn't. And I said (I was) going to get him back one day."
The District Attorney's Office and the Superior Court have forwarded the allegations to a state administrative office for review. A spokesman for the office said that if the administrative office finds evidence that a crime was committed, it will send the findings back to the District Attorney's Office for prosecution.
