This came from the Unification Minister rather than President Roh (who is probably too much of a wuss). It won't make any practical difference since South Korea says the North has to pay for it. The North wants the US to pay, or for anyone besides themselves to pay, so new nuclear reactors probably won't get built. They're downplaying it but still...Is this the first time South Korea has taken an independent stance from the US? A new precedent?

The US should sell Korea any weapons they want to buy , Support them at the UN and share intel with them.

but they US should withdraw all US forces from Korea on the double.

The real problem with this is that during the talks the SK and US positions were the same. No nuke industry in the North. Now the South has changed policy and gone public.

I'll bet the Bushies are spitting nails.
