Wrong.
Kerry sent out a call for donations to help people affected by the storm two days before Bush's first speech, that one where he mixed up all the jokes and got a lashing from the media for. |

Have a look at this article. It tells of how Barbara Bush supposedly treated a dying Jimmy Allison during his last visit with the Bushes. He was one of the men responsible for getting George Bush first elected in 1966.
