OMFG.
I found this picture very disturbing.
Now, how do they keep the dog underwater and alive for very long? Does it kick and swim, thus attracting sharks? How could this work?

It is pretty f* disturbing.....I don't care for dogs but I don't wish anything like this to happen to any animal....

Why dogs and kittens? How is that the best form of shark bait? Why not, like, a bloody fish or something?

I suspect they troll with it. Drag it behind the boat on a line while it tries to swim on the surface. Ends up looking like a tasty seal.

I guess they should do the humane thing like we do in North America, pack our stray animals into a gas chamber and kill them that way.

It's a fake. Case being that a bucket of fish guts or chum is very cheap and easy for fishermen to acquire. A stray dog or cat may also be cheap, but would certainly not be available in high numbers (more than one fisherman spread out over weeks and months). Furthermore, you would need a LARGE amount of space on deck devoted solely to dog storage as eventually the dog would die and therfore quit wriggling. Also, the skin over the nose is very weak and would break if towed behind a boat.
Why does the dog have a hook in his nose that is being removed by a vet? Ask any fisherman or outdoorsman who has a dog. They get those hooks stuck in their faces all the damn time. I've never seen one so big, but I have routinely pulled hooks and barbs out of my chocolate lab. Dogs love to stiff out stuff like out bait and lines, then they get stuck and run off. Dogs have a higher sense of pain tolerance and can deal with it until you pull it out or take them to the vet.
Ok, now you all can sleep.

EDIT: Oh, and the Sun isn't eactly a reputable newspaper, its about one step away from reporting on the adventures of Batboy and Kylie Minogue's alien baby.

I hear John Landis is set to direct the film adaptation (of Batboy, not dogs being used as shark bait, which would make a fairly kick-ass movie in its own right).

They have it as undetermined but they list a lot of good reasons to think this is a bit of an exaggeration. Strays might be used for shark bait but they're probably not being hooked alive. The US Army uses stray dogs to test new bullets and practise surgical techniques. We do a lot of cruel things to stray dogs ourselves.
