I am currently a resident of Busan, married to a Korean girl for over a year now. I have an F-2 visa but cannot get the Education office to recognize the new changes to the F-2 system. I want to open a study room or at least teach privates legally. I have heard stories (hearsay maybe) of other residents doing this in Seoul. My wife called Seoul to confirm this. But the local officials in Eastern Busan Board of Education refuse every attempt.

Anyone know of anyone who has done what I am talking about. Please I need help. Preferably concrete evidence that a Foreigner with an F-2 has the license from their local office to teach.

Also, any workarounds or help with what I can do would be greatly appreciated. This is, of course, a new issue surrounding the changes to the F-2 system, so I ask that anyone who posts contribute useful information. Thank you.

There is no evidence yet of what people have talked about. Maybe you need the F5 visa or else there really would be no use for them to still have it. I seriously doubt that you can do it with a F2. I tried in Bundang and Yongin and it was impossible (now).

That is a tutors license and we know that you can get them. They offered me one about a year ago. It is not new....we want to know about the study room possibility.

well.. if you want to teach at your own home you must be registered

Okay, so let me get this straight: I can legally teach privates with an F-2 if I file at the tax office...? Yeah I don't think so...

I have been repeatedly blackballed by the local Board of Education regarding this, the idea of a study room. An actual study room is a different certificate (and probably has to do with hiring other teachers or something)... I need to get the private teacher's certificate (��ΰ�� ) from Education.

Thanks kimchikowboy for that link. I'm in Busan and so is that poster... I'll have to PM him for proof... I need a weapon to fight the Education Board with. Maybe seeing another foreigner registered as the private teacher will shock them into accepting it.

The only thing missing from that post at efl-law, is what type of visa he has. I can only hope its F-2...

Okay maybe bellum99, you want to know about a study room. I want a private's certificate. What do you mean, you've known you can get it for a while. What visa do you have? Because I've been told I couldn't get this certificate come hell or high water - F2 or not. Please, post more info.

I separated this thread from the other because I want to do private lessons and Education is blackballing me. And I'm not the only one.

As for the idea of a study room, I'm not sure how different it is from private teaching in my home, except that a study room has extra qualifications regarding number of students, employees, study space size, investment, etc. Right now I'm not interested in that... later maybe but if I can't get the private tutor's permission, they're certainly not going to give me study room papers (AKA small hogwan).

I went to the education department in Bundang about a year ago when I wanted to open a school. They said that a foreigner couldn't open a school but they could and would give me a Private teaching certificate permission. But the taxes are hell on it and I have to report where I do the tutoring and my student numbers and a million other stupid things. So i didn't do it..i just opened in my wife's name.

But they offered the tutor permission like it was nothing...and I have a F2-1 visa. and I have had it for a long time now. I got it the minute it was available.

So it seems strange that Busan doesn't want you to have it. Could there be other reasons why? Is your attitude when you talk to them polite..could it be something like that......

Interesting. And makes me a bit angry, frustrated...

I just got off the phone with Karl, the poster referenced over at EFL-Law. Indeed an F-2, a BA, transcripts, Alien card is all you need for private teaching permission. He filed his over at Haeundae. It's a pity we can't just go there - you must file at the office of the district you will be teaching in. So, he's agreed that we'll go in to Eastern Busan office (Seomyeon) Tuesday morning, my paperwork and his in hand along with my wife and Haeundae office on standby and... politely overwhelm them with convincing evidence.

"If we have to take these offices one at a time..." - oh, I hope not. But we're all in this together. Big thanks to Karl on this one. And hopefully this will all be concluded soon.

And since I won't be able to repay Karl directly, I'll do my best to help anyone else who needs it...

What are the tax rates? I would do things legally if possible and did not have to jump through hoops and get taxed out of the ar$e. As for now, I work my regular job and just say the hell with it!
I am interested in doing it right though. It's just so tough going through all the red tape.

Had a baby, a beautiful little boy. Also, I started doing a lot of extra work, joined Tae kwon do. Got sick of reading whining and self righteous posters tell everyone how life should be.
I came back on for the same reason as you. To see if the new laws were fact or rumor.
It's funny. This site is like a soap opera, you can leave it for four or five months and come back into it and the same story is being played. It's like I never missed a thing.
I was driving by Daejon last week to vivit the inlaws and thought of you.
