Can't help you with much specific info.....some info. and others to PM on the rowing thread in Buy and Sell.
But.........the rowing clubs in Seoul are located in Misari (end of line 5, Sangil dong). A rowing basin, created for the Olympics by digging out a channel alongside the Han river. There is a long building on the one side, go in and to the basement where the club rooms, workout areas are. Someone there can help you. Or, just go on the weekend and talk to those rowing......lots of high club level / univ. kids there training as well as those at the national level. Also canoe and kayak.
Now back to my "hydraulic" awful rowing machine. But what's a poor , illiterate foreigner to do.....except row away on the 12th floor ....
