Itaewonguy: I told ya, my wife DID follow your advice. Didn't work. I assume you answer means you have the private tutor's certificate?
Cheonmunka & Bellum99: Wow, such bitterness... actually that's why this thread was called "fighting the man" - you know how I think of it? Pissing in their gene-pool helps to make it cleaner... I wish I could say that in Korean.
My wife just got off the phone with MOE HQ. So here's the new policy: there is no policy. Different offices will treat you differently. WTF? Are we back where we started? That the various offices can discriminate based on how they feel? But the precedent exists since 2001 that F-2s can get this certificate...
Then she called Busan MOE District HQ. They said, "what they didn't call you? Of course you can have it." So, F-2's in Busan can now have the private tutor's certificate. I'm gonna go to my local Seomyeon office and apply for mine now... not to count my chickens before their hatched - I'll wait until I have the certificate in hand...
I don't know what this means for other districts. But if anyone needs help, I suggest your Korean husband or wife get on the phone with your District Head office and/or Mr. Lee whose phone number is on that memo (linked again here). |

How is that sticking it to them? They didn��t ever say that we aren��t cute. Isn��t that why we��re here—so we can be cute and help them practise their English? I��m sure your kids are gorgeous, and congratulations on the contest win, but I don��t see how that��s relevant to our conversation of being taken seriously as residents of this country and members of society. I��m looking to be taken seriously regardless of how cute I am. I��m tired of being cute. I hope this post didn��t make me come across as a confrontational a-hole, I really am looking for ways to help Koreans get over crazy notions like pure blood and innate Korean superiority. I��m just not sure that getting a license to teach privates is going to do that. I don��t have time to teach privates, so I haven��t applied myself, but the new F2-1 has made my life a lot easier. These things are a step in the right direction. Good luck everyone who is trying to do this. I understand that it must be strange as someone said to put your personal business on the internet for people like me to read, but please don't stop now, just before the last scene. How would I get to sleep wondering.

sorry dude.. worked for us.. perhaps your wife is listening instead of asking! you know how it is in korea! half the workers dont even know what there job means let alone knowing what to do!..
sometimes you need to tell the workers! not listen to their BS becuase they dont know what to do and instead of losing face will just reply with a NO to save face!! its always go up the ladder! go upthe ladder! fact is most phone jockeys are exactly that! PHONE JOCKEYS!! they only know about 70% of the rules if that!!
try calling back.. and this time instead of asking for something..
just tell them you want something!!
my wife has been trained very well now.. due to my nagging over the years to calling back the same numbers 50 times and approaching it in different tactics.. now she knows exactly how to get the answers!
DONT LISTEN! dont ASK!!

and yes we have the certificate!!
only becuase we heard we were allowed it from MOE.. so we rang up and asked about it first!! then got all the answers.. then rang back and demanded it... if we are intitled to something.. we will take it..
we dont care who is on the other end of the phone..
most times the jockeys cant be bothered with the work load becuase they dont know about it. so thats means tracking down information a head to them! but once my wife is through with them, they are happy to search for information.. once at immigration we had this huge problem..
well it was huge to the worker!!
he would let my daughter fly on the plane! becuase she was leaving on a different passport. she has two..
he was like sorry she cant leave ROK and you go home now!

he replys: NOT , just return home and get new passport then take trip!
now of course I have dealt with losers like this many times. and I knew him banging away on his computer wasnt getting us anywhere but NO!
so I said.. excuse me,,. its obvious to me .. that you dont know what you are doing!! so I demand you call your boss down here now..
he was like I am night manager! IM like I dont care!!
Im going to let you ruin my 2 month planned vacation for something stupid as this!!
just stamp her passport!!!!
finally he calls up the boss.. again we understand him trying to save face and the converation is almost coming to an end and he didnt try to help us at all.. so I told him GIVE ME THE PHONE! GIVE ME THE PHONE!!
he all angry, hands over the phone.. I tell my wife.. what to say and what we need..
2 minutes over the phone..
he asks to hand the phone back to the night manager and he sits at the pc types something in.. 1 minute later hands the passport back and says ok! you can fly now!!
IM like really.. and why is that??
ohh I just had to changed her nationality.. then he says.. Oh also
I want to thank you for education me today! I learned something new today which I never knew!!
MORAL OF THE STORY!!
most koreans dont know about their jobs!!
the answers are their you just need to know how to get them!!

Itaewonguy: you are weird - I don't think you read all of my previous post, but I enjoyed your story anyway... and thanks for the encouragement but I don't need it now. My application has been filed and I will receive the private tutor's certificate next week.
I think any bureaucracy is exactly like that - follow the chain upwards... I guess the only reason it took so long is that Mr. Lee (the guy who works in the MOE head office in Seoul)... his boss was away on business for almost 2 weeks.
Anyways, it's done (I hope) and I hope my experience will help someone else. If it doesn't, well, I can only help you as proof that I fought the government (with my wife) and won... |

Thanks guys. I know I've had my ups & downs for this but thanks those who lent me some advice. It's still hard to believe it's done. Yeah my wife is da man right now...
BTW, I and Karl are considering an online collection of F-2 certified teachers (their certificates and ARC's minus secure info of course) as proof for those out there who may need a mountain of paperwork to throw if their district office gives them trouble. Itaewonguy, others: Whadda think? |

I would majorly appreciate that.
My wife rang Mr. Lee. He said they've been getting so many calls about the cert. from F-2's that they plan to change the law for F-2 visa holders in early 2006. We'll see, but my wife seems optimistic. I'd nonetheless recommend any F-2 visa holders to call him and 'inquire', just to help 'remind' them.

I don't like the sound of that. Perhaps they will change the law to make it more strict. People should apply to get the permission now, while they can...just in case.
Anyway...it was nice to see someone fight and win. |
