I feel like complaining - why the whine?

I work with all Koreans. I really dont mind it to much, cept it can get mightly lonely and all I can get from the conversations is a word here and there plus... the WHINE. Im totally curious and to polite to ask a Korean, why do they whine so much? That up down sound they make after many of their sentences. Im America we are looked down on for whining so maybe thats why I find it such odd behavior. Any suggestions?

(nto saying I hate them, I do think they can be very kind and loving people as well.. they just whine a lot!)

Are you talking about the young women? If so, it is an affectation that is supposed to be 'cute'. They have only been doing it for a few years. Personally, I feel like reaching out and slapping them when they do it.

bascally all the character traits we westerners are taught to be bad manners or irritating habits are respected and desirable in Korea.

Its normal to be unpunctual, jump qeueues, shove people in your way, atand in the way of others: try to rip others off, not show for arranged meetings, change the schedule to suit yourself at short notice, let your children run riot and take offence at anyone who is bothered by it: etc etc.
however Koreans get to view all foreigners as barbarians because we blow our noses in public- the height of bad behavior.

(I'm about to go on vacation, and its not a moment too soon, these people are driving me insane.)

on the whining note...ive also heard guys, especially younger ones do it a bit too....so the pusssification of the korean male continues.

Well, I think Korean men are hot... but yeah, I hear one whine its all over... a whiny man is one of the least desireable traits I have ever seen in a man.
