Perhaps we could pool our collective knowledge and compile a list of restaurants that have a romantic atmosphere, since they're quite rare in Korea, despite a plethora of restaurants here.

"Sanchon" in Insa-dong is probably the most romantic Korean restaurant. It's beautifully decorated, has evening traditional Korean dance/drum dinner shows, and their website has some sort of a kama-sutra link: http://www.sanchon.com/e_sanchon/button791.asp

Top Cloud on the top floor of the Millenium plaza (the big triangular building at the top of Jong-no) has an awesome view which makes for a very special meal, but the portions are pretty small.

The restaurant at the top of the hotel opposite City Hall also has a great view, but I've never eaten there because the menu is a bit dull.

The whole street to the East(?) side of Gyeongbok palace (Samcheon-dong) is filled with really nice little restaurants- Korean, Italian, steak houses etc.

Agio (Hongdae, hard to give directions to) is nice when the weather lets you sit outside

Nolita in kangnam is a classy joint. not suit and tie classy, but real good food.

(ok, only been there once, but it was really good)

hold on, gecko's terrace? isn't that the sleazy bar that always plays Lou Bega's Mamob #5 on the stereo? I thought gecko's garden was the class place with the small portions

Yes.

Gecko's Garden = romantic restaurant

Gecko's Terrace = noisy bar (but with food -very nice fish & chips)

I wouldn't see anywhere in Itaewon as romantic... its a tacky ghetto.

I and a group of people once went there to celebrate someone's birthday. Since there were so many of us, we wanted to put two tables together. They wouldn't let us, and for no good reason. It wasn't because of a language or cultural barrier, either. They were just being obstinate just because they could. We left, and they didn't care. About ten customers (us) walked out, and they didn't bat an eyelash! So we ended up going to Wood and Brick and giving them our business.
So as far as Hongdae area's Agio goes -to heck with that place and the [insert very rude words here] who run it!

did you try the restaurant bit on the next level up?

Seems weird though, I've seen big groups of people sitting in Agio before

Do you mean, did we try to go upstairs?

It never occurred to us that the situation upstairs would be different from the one downstairs, and they certainly made no effort to suggest any alternatives or compromises.

Their attitude seemed to be their way or the highway, so we took the highway and gave our business to Wood and Brick.

I have eaten out A LOT in the 10+ years here, and I must say that Gran Gusto (02-556-3960; www.grangusto.net) is the most "romantic" I've eaten at: setting with the right number of forks and spoons and knives for the different courses. Fresh linen table cloth, reasonably priced wines (huge list) starting from 30k won (which is only a bit more than what it actually costs to buy it yourself in Korea at Itaewon, etc.). I recommend the Chilean wines there, which are cheap but quite good, though not sophisticated taste (I'm not serious wine drinker but I like dry wines and I know what I like). The food is real Italian cooking. Lots of K-girls bring their reluctant K-guy dates there, so the women's vote is there. Again, cheaper to eat there than Outback, TGI Fridays, and such (but not much cheaper). Good service too (though the waitress didn't know how to open the wine bottle, and I had to do it for her. Was a good sport about it though).

I found the number and names to some of the other restaurants I like, but are not necessarily "romantic," according to the OP:
Blue Moon (Really good jazz bar; dishy women frequent there in expensive cars, but the music is good, someone must have informed them) Apkujung area near south of Galleria Department Store

Casa Loca (Really good Mexican food) Gangnam south of Apkujung, across from Cine City movie theater.

El Paso (Really, really good Mexican food) Daehak-ro/Haehwa-dong area, near the play houses, next to the big parking lot in that middle area, south end.
No Number.

After being in Korea all this time, the two things I really miss are good live jazz clubs (any one know of any more, with directions and/or number???) and (real) Mexican food (not like Chichi's or ChaCha's or Taco Hell)

Little Thai is a very nice restaurant. The food is fantastic and the dining room is well decorated - quite romantic. It's located in the Seoul Finance Center (near City Hall). There are also several other great restaurants there and a very romantic bar called, Moomba - very dark with lots of candles everywhere and cool reclining areas.
The phone number for Little Thai is 02-3783-0770. It isn't cheap but not terribly expensive either - a typical lunch costs around 15,000 per person. I assume dinner is a bit more.
The Indian restaurant, Ganga, also has a branch in the SFC.

Oh yeah, Aimo e Nadia near Seocho station is great- excellent food, really nice place (they open up the doors in the summer and you can eat outside), and you can bring your own wine and drink it until 1 or 2am
