If I download a lot of movies and music, am I going to get hit by the downloading police? what's the deal here?

Just don't download Korean stuff and I don't think they'll bother yah.

They are lax in enforcing it.
If you're Korean, you can burn movies onto DVD and sell them outside police stations without being hassled. If you're not Korean, you'll probably be arrested and have to pay a fine (read bribe). If you copy a Korean movie, they may jail you. They've been making very nasty noises about copies of Korean products over the last couple of months, while copies of other country's products seem to be ignored.

Of course it is tolerated in Korea to download and even sell ripped of stuff from other countries. If you illegally download other stuff it will be no problem as it doesn't hurt Korea.

It's funny how Koreans are so vocal about claiming that other countries citizens are stealing their stuff and then half the tunes in their charts are blatant rip offs of western pop songs and movies.

I buy all of my Korean music from the stores, but the K-movies I download from the Internet or buy from Youngsan. Well, this might be asking for trouble, but so far I've watched around 130+ K-movies and cyber police hasn't bothered me. *knocks on wood* Around 30 of them are legit, though.

As for foreign movies and music, I don't think the Korean Police could care less if you download them...
