Understood he was from Vietnam and although his boss insisted he hold the card during his period of employment (so he couldn't hand it over) immigration orded him to fork out 100 bucks.
Does this happen to English teachers?
This nice bloke was also unpaid his last months wages, which included long hrs and saturdays . A REALLY a shitty deal.

Koreans really know how to do it, don't they? I mean manage to do everything in such a disorganised, and unprofessional way, that its you who suffers- wether they intend it or no.

Thats the 60 000 thousand dollar question. Is all the BS everyone goes through, teachers and others alike, intentional or not?

never had my card withheld, but left it at home first time i went to the airport after my first contract.

fast way to lose 100,000 won.

It reminds me of the time my boss sent me to Osaka for a visa on a Saturday...of course the place was closed, and I had to find accomodation, delay my return flight, and survive using my own money for days, unexpectedly. I presented my boss with my receipts for my expenses. I recovered half my expenses from him, but he never believed me on the rest cos' I couldn't get any proof..
It just shows that koreans are specialists in landing you in the crap and thinking, haphazardly, everything'll be Ok, when they should know better. They can be exasperating that way. Sometimes they're trying to shaft you but other times they're just plain stupid...
