I got this explanatory reply from the AFN person in charge of that stuff:

R..., we appreciate your interest but our primary mission is to provide
stateside radio and television programming, "a touch of home," to U.S.
service men and women, DoD civilians, DoD Sponsored Contractors, U.S.
Embassy employees, and their families serving outside the continental
United States. We are also at a point time where many host nations,
such as Korea, are reclaiming their broadcast rights and many international broadcast companies are buying up other rights, forcing us to shift many of our programs to our closed-circuit channels. The bottom line, unfortunately, is it's not a good time to be a non-military-affiliated
American overseas as far as television viewing.

You may, depending upon where you live, be able to tap into that "touch
of home" via American Forces Radio ��Voice Interruptible�� service via an
Upper Side Band short wave signal that originates from several locations
worldwide. The U.S. Navy, not AFRTS, manages these short wave
transmissions intended for Navy vessels underway. For information
about transmitter locations and frequencies, visit [http://www.myafn.net/radio/shortwave/].

Other than that, all I can suggest is get a friend who gets our full
service! :~)

Thanks for writing and for your interest. I wish there was more we
could do for you, but, unfortunately, the regs are very explicit on this
subject and the situation is such that we're having, from both a rights issue and because of our obligation to reach as many troops as we can, to go more and more to our closed-circuit channels.

I'm willing to inlist! They take Canadians, right? I mean, if they'll take Pam Anderson and Jim Carrey, they'll at least allow me to die in the line of duty.

Herein lies my point. I'd dance some joy if a bad program was replaced by a better TV program. Maybe I'd dance some joy if a bad program was canceled by the network and whatever cultural effect it was having would be killed by that. But AFN moving it to another channel I can't see materially affecting your life, save for the first case. Which would lead me to believe, you're happy to have Three and Half Men or whatever took its place.
