thats the whole point why korea changed the system!!
becuase all foreigners were not paying any fees! just taking the cash out overseas! the only bank that does is it HANA BANK!
if you use the search function or look under FAQ you will read heaps on as I was going crazy last summer finding one! finally got it from HANA!


Well, I have two Korean credit cards from Chohung Bank, one Visa and one Mastercard, that serve as my debit cards, too. I have used both to withdraw money in Canada.

Last year I got a card from Hana Bank with the Visa logo on it. It also says "International" on the card. However, when I tried to use it a month ago in Seoul, it didn't work. Yes, it says International, but no- you can't use it in other countries."

Thus, my question is for those of you stating that you have international ATM cards or credit cards: When was yours issued? Was it before the law changed last year, or are there still banks issuing credit cards to foreigners?


My Shinhan card was issued in January 99 and the Woori in October 2004. Both worked fine in USA last week.

I have a Kookmin Bank (KB*) International Debit Card issued in February of 2005. It continues to work in Canada without a problem as of two weeks ago.
