The Identity Cards Bill is due to return to the House of Commons after a third defeat in the House of Lords.
Peers insist it should be voluntary for people who apply for new-style biometric passports to have their details entered on a national database.

The government can still use the Parliament Act to force the bill through to Royal Assent and coming into force, and probably will. But we will have been reminded again of the necessity for a second chamber.
(For those who may not know, Blair set out on a series of reforms to abolish hereditary peers (Lords), and in principle this was a sound move. However, he simply replaced most of them with government nominees. This was not an improvement. ) |
