we're inside korea, and would like to apply for my wife to immigrate to canada.

is this the form we need?

http://www.cic.gc.ca/english/applications/fc.html

someone said otherwise, but didn't explain which form was the right one.

advice from anyone who's been there, done that would be appreciated.

That is the correct link to the right page. You will need ALL the forms listed in parts a, b and in section C you need the ones that are particular to Korea.

You may also be interested in this yahoo group that is focused on Spousal immigration to Canada. They are full of helpful advice.

Good God!!! Go to the embassy and talk to them and get updated material. The embassy web site can help, but don't ask people on this board about something like that. If you can't understand what to do ,then go to the embasssy and talk to them.

They're staffed by Korean nationals behind wickets with an elaborate ticket number waiting system. What Canadian personnel there are, are understaffed and overworked. Korea was considered a hardship posting in the foreign service, and may very well still be...
The "Gov on Line" initiative was created to reduce the need for face to face meetings, and as such they generally will not be welcome unless the need is great.
In my experience showing up in person does not get you any better help than what is already available online, unless you can schedule a meeting beforehand.
You WILL need to go to the embassy, and more than once, but not until after you've filled out and submitted the forms.

I went in person, they looked over my forms, said "it's all good" and guess what. It wasn't all good. Cause it wasn't a CANADIAN looking over my forms.

Seriously, they really should have CANADIANS who deal with other CANADIANS. I don't see non-Koreans working at the Korean embassy in Canada, so like, what's up with that?

Perhaps because the majority of people going to Canadian Embassy are not Canadian because it's in KOREA. The language of use at the Canadian Embassy in Seoul is Korean, so they use Koreans (seems like they should use English).
