Looking for the latest info:

1 - Do declared non-residents need to re-apply every year?

2 - Do non-residents need to re-apply if they move to another country?

God only knows.
I was told 'no' when I was informed by letter of my non-residency status.
But then on one of the Gov websites (Cdn Emb to Ko? or Rev Can?) I saw something which said you had to do it every year.
So I applied again.
They sent a reply which was a very brief yet polite version of "you're already a non-resident, stop f__king bothering us."

Well, in that reply, they said that if my 'status' changes I would need to notify them. Marriage was definitely a status change, so was return to Canada.
But change of foreign residence?
Beats me.

Just give them a call (CRA)...ask any questions you may have...took me but 10 minutes to sort it all out...

I wouldn't bother re applying every year as it doesn't make sense and why would you want to chance it and have another bureacrat declare you a resident.

Before I left Canada, I went to Canada Immigration and sat down with a person from the office. Basically his answer was we don't have a set policy on non resident status, and it's determined by the individual who assesses your form.

I end out been judged a resident off both countries. I phone up some guy in Ottawa and have a long discussion about how they determined this status. He brought up I had a Canadian passport which was one of many ties. After he mentioned the pasport, I kind of groaned and finally asked what does this mean tax wise. After all the only reason to have non resident status is not to pay outrageous taxes when you don't benefit from the government services. Turns out I pay Korean taxes on the money I make in Korea and Canadian taxes on the money I make in Canada. Sounded fair to me so I haven't bother to check in with them again because who knows what the next person will determine.
