There was a somewhat telling quote in this article about how Bush logic operates in reverse. This quote comes from an article about how Bush doesn't believe the oil companies are price gouging. Uh huh.

"It's the role of the Federal Trade Commission to assure me that my inclination and instincts is right."

Wait. It's the role of government agencies to give the president the facts and let him make up his mind. Their job, in a sane world, isn't to simply assure the president his hunch is right. Wasn't this the problem that led Bush into a 3 years and counting Iraq quagmire? Find me the intelligence guys who will tell me Iraq will be a cake walk and they'll welcome the troops with rose petals? The ones that have a different opinion, fire them, side line them, or smoke them out in the media.

there are two kinds of missteps by president bush
1) Ones that make him look like an idiot.
2) Ones that make a person think he can't do his job.

Unfortunately, that quote is neither. Jon Stewart has taken to ribbing that about Bush now as well with a regular cartoon installment called "The Decider"! Looks like there is a NEW aspect of the GWB decision making process.
I hope JS catches that.

I don't think Bush is the sharpest knife in the drawer, but he would have to be almost impossibly stupid to think that the job of a federal department is to tell the president that he is right about something.

I think you're being a bit literal in your analysis of Bush's use of the word "assure". I suspect he was using the word to mean something like "confirm or deny".

To me, this says more about Bush's understanding of the English language than it does about his understanding of government.

I disagree. Historically, Bush seems to always mean what he is trying to say. Unfortunately, Bush doesn't realize that his job is to gather the info and assessments then tell people what HE thinks. Instead, he gathers the info, doesn't even read it, most likely ( think Texas, executions), and then says, "So, I think what?" OR he tells them what he beleives/wants/thinks/hates (think Iraq, invasion of) and tells them to find away to prove it is correct (think wiretaps, illegal --> legal cuz' we'z at war).

If you want to argue that Bush is the kind of guy who likes "yes men", or doesn't really care whether the details back up his theories, I can go along with that. The evidence would seem to back you up there. However, that's not what the OP is arguing. What he's saying is that Bush really believes that the actual job description of an FTC commissioner is to agree with what the president says.

Perhaps Stephen Colbert said it best at the White House Correspondent's annual dinner the other night. He described Bush as "a man who believes Wednesday what he believed Monday, despite what happened Tuesday.��
