I think I know the building, my buddy is in it too. Quite efficiently designed for a single person and somewhat tasteful compared with the usual fugliness of officetels but still damn small at less than 10 pyeong (which is similar in zise to your 28 m2) and he's paying 700/month with 5 down.

That is pricy. You can get a much larger officitel right at Hongdae Station, with a LOFT for around 800, or without the loft for less. These have floor to ceiling windows, too. You can also rent an entire flat of over 30 pyung for that much in Itaewon, or go smaller for less money and get a killer balcony.
