I have heard that if one has a family visa they can obtain a license to do part time work legally. Is this true?, and if so, where can it be obtained?

If it's for the spouse of a Korean citizen, an F2-1 would allow them to get full time work. Otherwise, I don't know. Call you local Immigration Office.
