Behind the soaring apartment prices in and around Seoul is not only speculative investment but also another major force: housewives.

Housewives, called ajumma here, have long been cited as one of the major culprits behind recent, steep rises in apartment prices. It�s no more a secret that ajummas meet regularly in apartment complexes and discuss ways to raise their apartment prices.

They also join forces with real estate brokers to raise selling prices.

Now, to keep housewives from colluding to raise apartment prices, the government has decided to take action. These groups of housewives of apartment units will be banned from posting notices in apartment bulletins calling for residents to raise sale prices, according to the Ministry of Finance and Economy and the Ministry of Construction and Transportation.

Beginning later this year, the government will ban apartment complex residents from in-house broadcasting of information related to apartment prices.

Real estate brokers, if found to have colluded with apartment residents, will face fines and risk their licenses for breaking the rule.

The two ministries have reached an accord on government involvement in curbing such collusive actions by lobby groups of apartment owners.

They said the government can no longer neglect collusive price-fixing practices by house owners in some apartment complexes in Seoul, and the two ministries are jointly drafting revisions to related laws to lay a legal framework by which the government can penalize real estate brokers who work on price-fixing with lobby groups of apartment complexes.

``Collusive practices to raise apartment prices are not a desirable phenomenon, but we cannot deal with everything by regulation,�� Vice Finance and Economy Minister Bahk Byong-won said in a press meeting yesterday. ``I would first like to solicit those housewive groups to voluntarily cease such practices (before regulating such practices with the law),�� Bahk said.

The vice minister said the government has not reached a conclusion yet but will approach the problem prudently.

A construction ministry official said the government plans to complete its review of legal matters by this week and announce a package of comprehensive measures to curb such corrupt price-fixing practices.

``We plan to push for revision of related laws in the second half and put them into effect,�� said a construction ministry official on condition of anonymity.

``Price collusion practices by apartment complex lobby groups, and their pressuring of real estate agents to artificially inflate apartment prices are an open secret. And we have found that such pressures led to actual hikes in apartment prices,�� he said.

Apartment complex lobby groups in Kangnam, Mokdong, Pyongchon, Ilsan, Sanbon, Yongdeungpo and Mapo are known for colluding with or pressuring apartment residents to avoid putting their apartments up either for sale or for rent at below certain price levels. They also boycott real estate agencies that make deals below the inflated prices.

But the government is expected to face strong resistance from these groups of housewives and real estate brokers.

One real estate broker said the government is exhibiting an inconsistency with its housing market policies as it seeks to regulate price-fixing practices by apartment complex residential groups and real estate agents while claiming that it is confident that its series of real estate market measures will stabilize home prices.

This is real evil indeed!! So the government of South Korea is going to prevent bored housewives from talking with each other, and nip this horrible conspirancy in the bud. The horror! people wanting to make a profit off the sell of property. Well I wish the Korean government well in the war against the mighty AJUMMA!!

Don't they know the ajumma always wins?

Everytime there's a fight over a subway seat, or who gets that last bottle of orangle juice on sale, the winner is always an ajumma.

If ajummas were not allowed to gossip, they'd all kill themselves.

If the government could merely stop the ajummas from walking slowly, four abreast on the sidewalks while they collude, I'd be happy.
