Not at all. He's using a Pays-bas expression, he's calling Wangja a "low turd".
Low turds are found in gutters, sidewalks, lush grassy picnic areas, and anywhere you aren't looking as you walk.
Low-turds are noticeably different from high-turds, which are generally found smeared on walls of mental institutions, flung about by enraged primates, etc.
