Mekons- Fear and Whiskey
Early punk/alt rock take on country music.

The Soft Boys- Underwater Moonlight
Great punk pop by Robyn Hitchcock

American Music Club- Everclear
Great rock

Steven Jesse Bernstein
Burroughs-esque poetry put to beats

Richard Hell and the Voidoids- Blank Generation
Punk/post-punk at its greatest

Peter Laughner- Take the Guitar Player for a Ride
Personal material from one of the greatest punks

The Raincoats- The Raincoats
K. Cobain's liner notes say it best- read 'em

Bill Frissel- Bill Frissel, Elvin Jones, Dave Holland
Great twisted jazz misunderstood by critics

How can it be post-punk if punk had barely come into existence?

It came out during rise of punk, but laid the groundwork for what would become post-punk/new wave. Distinctive labels like those are kinda silly, but without 'em things get even more confusing. Just listen to the album.

And while I'm at it, anything by Sleater-Kinney is great, but try Dig Me Out or All Hands on the Bad One as a start. Women rock never sounded so good.
