China in October?

So I get a vacation around October, and I'm thinking of a trip to China, Beijing and Shanghai. From what I've read, summer is the worst time to go, so I was hoping that the fall would be a better time.

Has anyone gone during this time? Is it better?

How is the weather? Jacket weather?

Are the mosquitoes pretty bad (since disease is more of a problem there than in Korea)?

And has anyone made this trip as a budget trip (ie just a backpack, couple clothes, hostels/budget motels)? What was it like? Were you able to stay at decent places?

Anything else I should know?
