To give you the short answer, I would need more info. However, here are some possibilities.
1) International Driver's Licenses (IDL) can only be obtain from outside of Korea. You can apply at a Korean Embassy.
2) If you are here on a E-2 visa and staying for a year, you may not get an IDL inside or outside of the country. However, if you have a valid driver's license from your home country, you can get a regular Korean driver's license at your local Korean driver's license agency. The license is good for 10 years.

Only if you are F2, F5 or have been here for more than 3 years...
I went through this battle with the drivers licence office a couple years ago.
It may have changed, but I doubt it. |

| I have a D8, and have had an IDP. I don't remember how long it was before I got the first one, but am fairly sure it was ewarlier than 3 years. I got my Korean licence within 10 days of arrival. |
