Is it possible to get one without returning to my home country?

To give you the short answer, I would need more info. However, here are some possibilities.

1) International Driver's Licenses (IDL) can only be obtain from outside of Korea. You can apply at a Korean Embassy.

2) If you are here on a E-2 visa and staying for a year, you may not get an IDL inside or outside of the country. However, if you have a valid driver's license from your home country, you can get a regular Korean driver's license at your local Korean driver's license agency. The license is good for 10 years.

If you have a Korean driving licence you can get a Korean IDP.

I have a D8, and have had an IDP. I don't remember how long it was before I got the first one, but am fairly sure it was ewarlier than 3 years. I got my Korean licence within 10 days of arrival.
