Perhaps people are used to budgeting extra-money in the winter for heating, but they are used to having extra money available in the summer because they don't have to pay for heating. Now that air-con is available they're reluctant to use it because it means they'll have big bills in summer AND winter, instead of just winter. |

| We have an all electric hogwan: heat in the winter and A/C in the summer. Big standing units in each classroom, controlled by the teacher: we can freeze the kids into yelling "teacher, I'm cold" in under 3 minutes. The cost isn't that high since we took the non-traditional approach and insulated all our walls on the inside when we remodeled everything and set up the place. The electric heat with insulated walls is cheaper than the gas or oil systems typically used in Korea. Warm in winter. Cool in summer. Draft free. No bugs. |

| The air con is necessary at times, but they make so much racket. I don't like any noise. Page turning, pencil case/box opening/shutting, etc. |
