I've never been to Europe, but I think you might be overgeneralizing a bit.

If the Ukranian-born Brezhnev felt himself at liberty to touch or grab Nixon(not likely a man he regarded as a close friend), I can't imagine that such actions are as taboo in Europe as you make them out to be.
Plus, I recall a French-from-France guy who sat next to me in a philosophy class at university. One day at the start of class he came in, sat down, and patted me on both shoulders as if it were just a routine way of greeting someone. I doubt he knew anything about me beyond that I was in his class, and he made no efforts to form any social connection with me for the rest of the semester.
