Here is an article excerpt from a few years ago.

39 people arrested for polluting Seoul's reservoir
The restaurant owners are accused of dumping untreated wastewater into the Paldang Reservoir 24 km east of Seoul and illegally building parking lots adjacent to their establishments. The man-made reservoir is the main source of tap water for the Seoul metropolitan area.

Who told you this? One of the first Koreans I spoke to when I first arrived - that was 19996 - told me in clear English : "Don't drink the water from the sink. It's polluted."

Last time I was back in America, most people only use the tap water for bathing, also ... is this even worth talking about?

I was talking with an old man I know (former army guy) about this today. He goes there all the time to check out the water level because there's a dam in N. Korea that apparently is larger than they're letting on and he looks for clues to try to find out how big it actually is. If it's bigger than it's supposed to be then they could come up with a surprise attack to restart the river that dried up when the dam was built, and since it used to flow into the Soyang Lake it could overflow.
I wrote a stub article on it a number of months ago but didn't see any mention of how dirty it is:
http://wiki.galbijim.com/Soyang_Lake

And from there you can see the picture Naver has of it:

Unless there's a difference between the Soyang Lake and Soyang Reservoir?

By America, do you mean N. America or USA? I think it depends which city/town you're living in. Growing up in Canada, we always drank from the tap. I don't know if I ever bought bottled water before coming to Korea. Depends on the water. Duh, I guess.

I turned out alright.

From the newspaper blurb, I get the feeling that this isn't the normail situation for the reservoir. It did state that the picture was taken after 9 days of heavy rain and flooding. So, it could just be all the crap in the water happened because of the flooding and it's not the usual situation.
