I know slaying the dragon is a euphemism for what goes on after lights-out at boys public schools and that St. George is the patron saint of it, but who the heck is St. Geroge and what is he/she the patron saint of?

The headline doesn't really reflect the content of the article. You can fly the national flags, but only on a vertical pole-- otherwise it's classified as "advertising." Yes, it is an absurd rule, but it has nothing to do with nationalism.
