I now have definitive answers about cell phone plans for foreigners.

Monthly plan / Direct debit plans. (Not pre paid phones.)

LG phones:

Application fee: (only for second hand phones / not applying to new phones with our store) 30.000 won. Can pay installment of 10.000 per month as a direct debit from your bank account.
Bank account book: In your own name for direct debit purposes, so sign a direct debit form in-store.
ID card: ARC card.
That's it!

You may contact me via PM. I cannot get into details on the forum but visa holders can purchase any second hand or new cellphone on a monthly plan as described above and the prices are cheap. Maybe cheaper than buying off your mates.
And, you can get free assistance with software for your laptop or PC.

I have an E2, and a KTF monthly plan which I have had for about 3 years. I paid no initial deposit.

How's that for definitive?

Some companies in Korea initially did set up accounts with E2 visa holders yet for some reasons decided not to continue.
Anyway, KTF no longer offer telephones on a normal direct debit basis to E2 visa holders.

Even if you can, by quirk, get a KTF, or SK normal operating account anywhere else, our shop does give visa holders a good deal. A safe deal.

As I said, to own a cellphone: 1: PM me or call: 2: Hop on a train, 3: Bring your ARC and bankbook, 4: Choose your phone.

I'm not profiteering. Normal prices apply. It represents a good sale.
It's a good service for many visa holders.
