Connection recommendations

I live in a smaller apartment complex (10 stories) where cable and internet connections are included in our utilities/management fee. I'm pretty sure the whole building is networked (I can see other computers in My Network Places). I don't really have a problem browsing/downloading from website, although there are huge slowdowns during certain times of the day. The problem is I love using bittorrents, but it absolutely sucks in my building. I'm not able to get the full speed I ought to be getting probably due to firewall settings for the router or whatever. The max speed I get at home using BitTornado is about 25 kB/s. I used to take my laptop into work and get some pretty insane speeds using the same program - I don't remember exactly, but I'd guess around 250 kB/s and up. The thing is, I don't work there anymore Sad

I have no idea who my ISP is right now, can someone suggest a website that can detect this? Do people using Ntopia have problems downloading with bittorrent programs?

It looks like the solution to this problem is out of my hands, so I'm considering paying for a separate ISP - I'm looking at KT's Megapass ADSL and VDSL. Can people give me some numbers they get when downloading bittorrents with both ADSL and VDSL.

I'm with KT-megapass and I regularly get combined speeds of around 700KB/s+ with combined downloads.

I think it is just ADSL.... I was on megapass lite but when I moved it was changed to regular... so I assume it is ADSL and not VDSL. It is not Ntopia.

I don't have a previous bill handy or I would check and give you a more definitive answer.
