I wanna mail a quite a few caps back to Canada for my friend's collection....at what point or how many could I send back before customs would step in?

At what point? No idea. Just be safe. Five or eight? at a time, separate packages.

Canada has a $20CAD limit on purchases and $60 limit on gifts. Anything above that value and duty has to be paid on the entire value. Since it's a gift keep the declared value under $60 (honestly or not) and you should be fine.

As a gift you have a limit of $60 CAD per package.

You should inlcude a gift card with the package.

On the customs declaration sticker label the contents as ballcaps, a gift and place the value under $60.

You will be fine.
