English only classes could work if the school used level-appropriate materials for the students, which could be explained in easy English, and which students could spend time mostly WORKING OUT FOR THEMSELVES. But schools will continue using materials that are too hard and that HAVE TO BE THOROUGHLY EXPLAINED to the students in order for the students to understand. Without a good curriculum, the classes will be bad in both Korean and English, and the students will get better test scores if the classes are in Korean. I'll be surprised if teachers really follow the requirement.

+1.

Teaching English in English is far and away the most effective for student learning, but only if the material is at the appropriate level for the students.

Teaching English in Korean is NEVER effective, but it will lead to a more controlled classroom if the material is very difficult.

Teaching ESL is not about teaching mind blowing concepts, it is about use, repetition, practice, and familiarity.

Tell Me More by Dr. Andrew Finch. PHD Cambridge University

For years I've been trying to get Korean teachers interested in this material.
