1) While I am not an English teacher, virtually everyone from the West living and working in Korea that isn't Korean ends up teaching English in one way or another, which is why I feel comfortable posting on this discussion board.

2) My original CAGR calculation is correct.
Here is the calc
(457,517/831,182)^(1/19)-1=-0.030934313

For simplicity I rounded up to -3.1%

Oh, you have population numbers out to whole numbers, I used the rounded figures in your original post.

Thanks for clarifying, when English teachers post math I just assume they are wrong, but clearly you are not an English teacher.

Does anyone know what country would let a foreigner legally start a school (without a huge sum of money to put down for an investor's visa)? I don't think China fits that bill.
