I don't think anyone has answered the OP's question. He asked about non-teaching 2nd jobs.
You can get a 2nd teaching job like tompaz said, but I don't think you can get a non-teaching job. |

Read again. ttompatz was pretty specific in his first post.
My question, would that apply to a job in just about any venue? Say bartender, or chef? |

Not that difficult PROVIDED you are not working for a public school (government workers are forbidden to take a 2nd job that is not also a government job).

Does this still apply if you're working for an AFTERSCHOOL program? I recently got an offer from one and because of the lower hours I'm eager to earn some extra money with part time work. |
It depends on who is your actual visa sponsor (who signed the guarantee form and whose business registration is on file for you as your sponsor).
IF your visa sponsor is the (public) school then yes, it applies.
IF your visa sponsor is NOT the (public) school then no, it doesn't apply.

a) If the PS is listed as a sponsor then it applies.
b) If the PS is NOT listed then it does not.
If they both are then <a> applies (civil service act NOT immigration).
