One of the favorite rants of one of my colleagues who has been in Korea for six years is that in Korea they'll not think twice about heating a room until you're sweating in the winter and how much that is costing, but will avoid the air conditioner like the plague because "it's expensive." He wants to do a research on it ! How much does it actually cost per BTU or whatever measure to heat versus cool and how much the average Korean office or home spends on heating versus cooling and such. He's convinced the Koreans have some kind of knee jerk reaction to air conditioning based on their history when only the very wealthy could afford to own and operate an airconditioner . . and its reputation as being overly expensive to run has just become an urban legend that they simply live by, whether or not it's true.

Perhaps people are used to budgeting extra-money in the winter for heating, but they are used to having extra money available in the summer because they don't have to pay for heating. Now that air-con is available they're reluctant to use it because it means they'll have big bills in summer AND winter, instead of just winter.

We have an all electric hogwan: heat in the winter and A/C in the summer. Big standing units in each classroom, controlled by the teacher: we can freeze the kids into yelling "teacher, I'm cold" in under 3 minutes. The cost isn't that high since we took the non-traditional approach and insulated all our walls on the inside when we remodeled everything and set up the place. The electric heat with insulated walls is cheaper than the gas or oil systems typically used in Korea. Warm in winter. Cool in summer. Draft free. No bugs.

The air con is necessary at times, but they make so much racket. I don't like any noise. Page turning, pencil case/box opening/shutting, etc.
